HSE Superintendent
- Implement the Сompany's HSE policy.
- Monitor Contractor’s performance under the Project to assess its compliance with the requirements set forth in the HSE Management Plan and HSE standards and conditions stipulated in the Construction Contracts
- Provide assurance that required HSE standards are being met, improvement plans are being implemented and HSE risks are identified and managed
- Control the compliance with requirements of industrial safety during construction of production facilities, including hazardous operations and fire safety
- Monitor by conducting reviews the condition of Contractor’s equipment and facilities deployed for construction and provide justification for its safe operation, maintenance, repair and storage
- Conduct audits that confirm all necessary trainings for all contractors’ personnel working at the site and inductions for all staff are conducted
- Conduct random safety knowledge assessment; ensure all Contractor’s personnel has got sufficient knowledge to perform assigned tasks safely and conduct audits of competency passport requirements
- Control the implementation of Client industrial safety action plans and assist with their coordination of Contractors plans auditing to establish requirements are met
- Conduct road vehicle and construction plant and equipment safety audits in accordance with legislation and Client transport safety standards
- Keep records of occupational incidents and injuries at construction sites and provide advice on categorization of injuries
- Arrange and participate in investigation of injuries and their root causes together with Contractor, and develop injury prevention plans
- Check whether Contractor’s personnel are equipped with hand tools, PPE, special outfit and footwear specific to the hazards present
- Control the implementation of occupational safety action plans at Company's facilities
- Drawing up of Emergency Response Plans, organizing drills.
- Effectively integrate and coordinate Permit-To-Work system into the project.
- Responsible for daily coordination of the Work Permits, including maintenance of a log showing the status of all PTW’s. In addition he shall maintain a copy of all PTW’s JSA’s and Method Statements in sequential order.
- Keeps the Permit To Work procedure and ensure proper Training of concerned personal.
- Receives Work Permits signed by CONTRACTOR’s Construction and HSE Department, and verifies that Signatures from CONTRACTOR Construction and HSE Department are valid (keeping the signature list updated).
- Control that all mandatory attachments are available (MS, JSA, Sketch of work location, Rigging schemes, Lift plan when needed).
- Organize and chairs the Daily Coordination meeting with all hse Supervision personel + Construction as needed. Gives orientations as needed for inspections, BBS Observations etc.
- Analyzes the overall consequences of signing individual Work Permits, as specific works may impact other work areas and work activities ; also SIMOPS must be spotted by the Work Permit Coordinator and reported to his Management for further mitigation with Construction Department; Such SIMOPS requires to be managed and controlled for insuring safe work conditions.
- Receives closed Work Permits, records them accordingly and archive them.
- Produces regular PTW report (quantitative and qualitative analysis of the PTW process) and suggests improvements to the PTW system (procedure, training, documentation, etc.).
- Conduction PTW field daily audits in compliance with PTW procedure.
- Conduct site inspections, particularly high risk activities that should be checked daily for adherence to PTW requirements.
- Ensure timely registration of permits to avoid delays in work.
- Maintenance of a log showing the status of all PTW’s.
